The Evansville Police and Fire Department were dispatched during an active severe thunderstorm to a water rescue.
It happened around 3:15 Thursday afternoon in the 2300 block of Broadway Avenue.
Employees from the Port of Evansville reported that a white male was quickly floating down the Ohio River in a stolen Rubber Ducky raft.
He was wearing a hard hat, a work vest and using a shovel as a paddle.
A tugboat was sent trying to help him, but refused.
34 year old Jeffrey Chumley was eventually pulled from the water and arrested.
