Officers were dispatched to Dress Plaza around 11:20 Tuesday night for a report of shots fired.
The alleged shooter was described to be a black male with no shirt, holding a pistol.
A witness told dispatch the person was standing by a silver or gray Nissan Sentra.
Multiple people evacuated the area at the time of the shooting.
EPD soon learned that the man was a fugitive with an active felony warrant out of Tennessee for aggravated assault with a gun.
He was taken to the Vanderburgh County Jail on Multiple felony charges.
