A man seen coming out of a burning building has been arrested.
A passerby called 9-1-1 to report a fire in the 900 block of W. Illinois Street around 4:40 Wednesday morning.
Because of recent incidents, the apartment complex should of been unoccupied.
22 year old Jordan Cleary told police that he was living in the attic.
He says he lit a candle and it fell over causing plastic bags to catch fire.
Officials believe he is connected to the fire on January 23 for the same thing.
No firefighters were hurt.
The building is a total loss.
