A 29-year-old Evansville woman is in jail and charged with child neglect.
The investigation into Alendia Joinvil began in April after officers were called to check on three children left unattended in a vehicle.
During a follow-up, police say the home was dirty and knives were scattered on the floor.
Possible human fecal matter was found on the carpet.
It appeared that two 5-year-olds were placed in high chairs for long periods of time.
One of them had a mark on their chest that was consistent with a cigarette burn.
They were taken to the hospital to be evaluated.
