Evansville city officials say they tried for months to resolve a problem of raw sewage emanating from a camper.
40-year-old Luke Hayden was arrested on Thursday.
Evansville police say he resided in a camper without utilities or sewer service access.
The camper was discharging raw sewage into the lot where it migrated to other properties nearby becoming a health hazard for neighbors, children, and pets.
After months of no cooperation, the police became involved.
