Evansville police make a second arrest in connection with a fatal shooting in downtown Evansville.
25-year-old Mark Dow was arrested in connection with the shooting death of 23-year-old Kevion Mann.
He was shot on MLK Boulevard near Kennedy Towers on Sunday afternoon.
A few hours after the first arrest, 22-year-old Keymontai Madison turned himself in at the police station.
