There was a disturbance at a children’s Halloween event over the weekend in Evansville.
Police were called to Franklin Street on Saturday in response to a man hitting a child.
28-year-old Obi Tarwoe Sr. was intoxicated and could barely stand.
As officers tried to take him into custody, he started yelling and trying to pull away.
Tarwoe was taken to the hospital where he continued to yell obscenities.
Once he was moved to a bed, police say Tarwoe tried to pay the officers $800 to let him go.
He is currently in jail on a $1,000 bond.
