The National Transportation Safety Board issued a preliminary report on the September 27 plane crash in Ohio County.
A flight instructor and a student pilot were killed.
Air Traffic Control advised the pilot of developing severe weather.
The pilot then requested instrument flight rules clearance.
The pilot told ATC that the plane was being blown around “like crazy” The debris field was found over 25 acres in a hilly, wooded area.
No anomalies were found in the single-engine.
