Police were called after a city driver saw two children ages 6 and 2 walking alone down Riverside Drive just before 10:30 Monday morning.
The older child told police when they woke up their mother wasn’t home, so they were on the way to “nana’s house”, nearly a 2 mile walk.
The grandmother told police their mother, Riley Jarboe-Dexter had a drinking problem and was possibly using drugs.
When Jarboe-Dexter arrived home, police were there waiting on animal control.
The dog inside was in a kennel without food or water.
She told police she left during the night and setup an I-pad to watch the children.
She was arrested and taken to jail.
