One person is in the hospital with a broken neck after being a victim in a hit and run incident.
It happened just before 7:00 last night at Franklin Street and Fulton Avenue.
A witness says they watched a car blow through a red light and hit the other vehicle.
Police caught up with the driver 31 year old Cody Cowan as he was walking east on Franklin Street.
Officers say Cowan smelled of alcohol and was too drunk to be driving a car.
He was taken to the Vanderburgh County Jail.
