Evansville Police made a visit to a home on the 1400 block of Jeanette Avenue Tuesday morning.
A woman called to report a toddler outside in a dirty diaper without any adults around.
Officers say when they arrived, the front door was open and they could smell urine and feces.
Inside, they saw rotting food, gnats and several neglected animals.
Three people were arrested and transported to the Vanderburgh County Jail.
28 year old Caleb Stone, 27 year old Desirea Mercer and 30 year old Cory Stewart were charged with neglect.
Officers complained of sore throats and headaches from the odor of the home.
