Evansville police say a man was found semi-conscious with a syringe in his hand after an accident at Highway 41 and Virginia.
38 year old Caleb Meeler admitted to taking heroin.
After that he hit a guard rail and continued on to the north until his car ran off the road.
Meeler was taken to the hospital and then to jail on a laundry list of charges.
